Finding a Facebook ads agency is easy. Finding one that understands ecommerce economics, produces enough creative to keep testing and leaves you in control of your advertising assets is harder, because Meta advertising now depends on creative production, Instagram and Reels, product catalogues, the Conversions API, attribution and what happens after someone clicks through to your store.
This guide profiles ten UK Facebook and Meta ads agencies for ecommerce businesses. For each one we checked, on 1 October 2026, its Meta partner status, ecommerce results, creative testing and, because so few show it, whether it publishes a price. Of the ten agencies listed, seven are Meta Business Partners and three publish their management prices.
A note on our own position. Why Matters is a Shopify agency and Meta Business Partner, so we appear in this list, first and labelled as our agency. The other nine follow in alphabetical order, described in the same format and judged on the same criteria. Details about other agencies come from their own websites and published agency research, so check them before you shortlist, because services and fees change.
The best Facebook ads agency depends on your store, budget and creative needs. For Shopify brands that want Meta ads run alongside the store, tracking and creator content, with a published price, Why Matters is built for that. The Good Marketer suits smaller businesses wanting a published package, The Social Shepherd and Spin suit brands wanting paid social and creative together, Nest Commerce and Croud suit large budgets, and Bind Media, Impression, Launch and Visualsoft suit ecommerce brands wanting Meta inside a wider performance programme. Shortlist three and ask each the same questions.
We compared every agency, including our own, on five things: Meta partner status or a documented relationship with Meta; ecommerce results where purchases, revenue, ROAS or customer acquisition mattered; a public process for producing and testing creative; published pricing; and clarity about access to your Meta assets. Agencies without a price list were not excluded, because an account spending £500,000 a month across several countries cannot be priced from a list, but a published price tells you early whether an agency fits your budget.

Location: Brighton. Specialism: Meta and TikTok ads for Shopify brands, with creator content, catalogue ads, tracking, CRO, development and email. Meta status: Meta Business Partner, and a TikTok partner. Published price: retainers from £650 a month plus VAT; Grow 360 retainer with social, PPC, SEO and email from £2,000 a month. Website: Why Matters social media marketing.
Why Matters runs Meta ads for Shopify brands alongside the store itself, because poor performance does not always start in the campaign: if an ad brings qualified visitors to a mobile product page that converts badly, changing audiences will not fix it. We set up the Meta Pixel and Conversions API through Shopify, run catalogue ads and creator content, and test hooks, formats and offers every week, moving budget to the ads that produce profitable orders. Creator videos cut Halo Coffee's cost per sale on Meta by 27% between 2018 and 2021.
We publish our prices: retainers start from £650 a month plus VAT, and our Grow 360 retainer, which adds social media management, PPC, SEO and email, starts from £2,000 a month, both on our packages page. Clients are billed one month in arrears with no long contract, and every ad account we set up belongs to the client.

Three of the ten agencies publish a Meta ads management price on their own websites: Why Matters, The Good Marketer and The Social Shepherd. Nest Commerce publishes the price of its Hummingbird creative service but not its media management, and Bind Media, Croud, Impression, Launch, Spin and Visualsoft quote individually. Seven of the ten, including Why Matters, are Meta Business Partners, according to their own websites or published agency research.
These are not like for like. Our £650 is the starting point for our retainers, with Grow 360 covering social, PPC, SEO and email from £2,000; The Good Marketer's £845 buys 13 hours on a six month term; and The Social Shepherd's £2,500 covers budgets below £20,000 a month. Compare what each fee includes at your spend level.
Agencies charge for Meta ads in four main ways: a fixed monthly retainer for a defined service; a percentage of ad spend, which grows with the account; a retainer plus a percentage once spend passes a threshold, as The Social Shepherd does above £20,000; or performance based pricing, where you need to agree the attribution source, what counts as revenue, whether returning customers and refunds count, and which metric decides the result.
Whatever the model, the money you pay Meta for advertising is separate from the agency's fee. Spend £10,000 with Meta and pay an agency £2,500, and your outlay is £12,500 before any separate creative production or software, so agree which costs your ROAS or profit figures include. Our guide to PPC agency costs in the UK explains the wider pricing models.
Meta works with third party agencies through a formal partner programme, and partners can display Meta's partner badge on their websites. That makes partner status a useful check, but it does not tell you who will run your account, whether they understand ecommerce, how much creative they produce, how often they test, what the contract costs or whether your margins can support paid acquisition.
Facebook ads agency and Meta ads agency usually mean the same thing, because Facebook and Instagram ads run through the same Meta system and Ads Manager can place them across both. For an ecommerce brand, ask how the agency handles Facebook, Instagram and Reels together rather than one channel in isolation.
Shortlist on evidence, then ask each agency the same questions so the proposals are comparable:
Modern Meta advertising leaves targeting increasingly to Meta's automated delivery, while the advertiser still controls what customers actually see, which makes creative a continuing performance task. A winning ad tells you which problem customers recognise, which hook works and whether creator video beats studio work; the job is to understand why it won and build the next round from that.
Meta's own Reels testing shows format matters: in a meta analysis of 15 split tests, 9:16 Reels video with audio and key elements in the safe zone produced a 34.5% lower cost per result than image ads in Reels only campaigns. That does not mean every vertical video beats every static ad, but it does mean creative deserves its own line in your agency comparison rather than hiding inside campaign management.
For ecommerce stores, the useful question is not whether an agency can run Facebook ads, but whether it can work out why paid social is or is not producing profitable customers. Sometimes the answer is inside Meta: tired creative, poor structure or budget in the wrong place. Often it is elsewhere, in a weak product page, incomplete tracking, an uncompetitive offer or a mobile experience that loses cold social traffic.
Because we also build and run Shopify stores, we can change the landing page as well as the campaign when that is where the bottleneck sits. We are a Meta Business Partner, we publish our prices, and our clients own their ad accounts. Whichever agency you choose, do not hire on the badge or the case study headline alone; ask to see the process behind the result. See our social media marketing page for how we work.
What does a Facebook ads agency do?
It plans, builds, manages and improves your campaigns on Meta's platform across Facebook and Instagram. Depending on the agency, that also covers creative and creator content, product catalogues, Pixel and Conversions API tracking, reporting and landing page advice.
How much does a Facebook ads agency cost in the UK?
In this guide, Why Matters publishes retainers from £650 a month plus VAT, The Good Marketer from £845 a month plus VAT, and The Social Shepherd £2,500 a month below £20,000 of ad spend or 10% above it. Your Meta ad spend is paid separately.
Which Facebook ads agencies publish their prices?
Of the ten agencies in this guide, three publish a management price on their own websites: Why Matters, The Good Marketer and The Social Shepherd. Nest Commerce publishes a creative production price only, and the rest quote individually.
What is a Meta Business Partner?
An agency recognised through Meta's partner programme, which can display Meta's partner badge. Seven of the ten agencies here, including Why Matters, are Meta Business Partners; treat the badge as one signal alongside results, creative capability and price.
Who should own my Facebook ad account?
Your business should own its Business Portfolio, Page, Instagram account, Pixel, catalogue and ad account, and give the agency only the access it needs. Every ad account Why Matters sets up belongs to the client.
Is a Facebook ads agency worth it for a small store?
It depends on your ad budget, margin and sales volume. A store with a small budget may do better keeping campaigns simple at first, while an agency makes sense once creative, tracking and weekly testing are too much to handle in house.
Should the same agency run Instagram ads?
Usually, yes. Facebook and Instagram ads run through the same Meta system, so one agency can plan, test and report on both, while still adapting creative to each placement, such as Reels.
Do not run a ten agency pitch. Pick three that fit your size, platform and creative needs, give each the same information and compare who will manage the account, relevant ecommerce results, what the fee includes, how much new creative is produced and tested, who controls the Meta assets, how tracking is checked, which metrics are reported, the minimum contract and what happens when you leave.
A good Meta ads agency understands both sides of the click: how to earn attention on Facebook and Instagram, and whether the store turns that attention into a worthwhile order. If you run a Shopify store, see our social media marketing agency page.
